“okay imagine that you’re seeing
tix I stole this from my husband’s to a
desk yesterday on
mathematicians use notation like that
hope you can see it because
mathematicians are lazy
in mathematicians is notation a
shorthand
for much more complicated
things that they have to write out with
words and it takes too long to do that
and we’re lazy so we
all agree in our community what at
certainties
notation means and that’s why we use
notation the flip side to that is
if we don’t know what a notation would
it be some notation means it is not well
defined
people get very angry in mathematics
wire using the notation map is hard
enough
without using a Taser the no one
understands the funny thing about
notation how is that it has asserted
almost the opposite effect a non
mathematicians and it has a
mathematician
mathematicians when they look at that
when I look at that I haven’t an
academic mathematics for eight years but
I used to do some stuff similar to this
it’s a story it’s in there that I could
spend 15 minutes and tell you a story
based on that but when other people see
it when non opposition see notation
they get scared their intimate they feel
like there’s some kind of authority
there
there’s some kind of objectivity some
scientific truth that they’re not
allowed to question because they’re not
experts so that that
authority at the inscrutable is
translated as well
to algorithms which is what I’ve been
studying
last three years first in finance
action last eight years first in finance
and then as a data scientist
and what I found as I basically
developed
Assyria algorithms that are being used
as weapons
through this kind of authority of the
inscrutable
a call the weapons of mass destruction
they have five characteristics Italian
tell you
can a math nerd so there it’s very well
the fine and now have
time hopefully for three examples up
these weapons of mass destruction
and to be clear these our algorithms
that are using all sorts of
places and also to industries but they
used as a form of social control
they’re not actually helping people
in into in reality so that’s what are
the characteristics
their secret there okay people
who are targeted by these algorithms
don’t understand how they work
they’re also affected by them and their
there’s a lot of people involved its
widespread
there’s a questionable definition of
success usually the people who are
targeted do not agree with the
definition of success which is often
like
saving money are met with if it’s a
targeting algorithm at work
arm and also they have
they create pernicious feedback loops so
not only do they have a direct
affect on the person targeted but they
create
they they the start they create problem
they make problems worse
let me give you the first example and
this is what interested me
this is how I got involved in fact was
the value-added model for teachers
I don’t know if you guys know about this
it’s a widespread
serve current education reform on
algorithm I you could if you want to
know how widespread is
people in DC got fired based on bad via
value-added model scores
the Chicago teachers strike was largely
argument over how much
I lied to me teacher scores could be
used in assessing
arm teachers so the idea is that these
this algorithm that but I mean call them
them and I like a mile it’s just a whole
teachers accountable for teaching
well my friend who
runs a high school in New York I want to
understand
she’s is a math and science high school
so she thought she might build
understand it she asked that her
Department of Education contact to
center information about it they said
are you in 10 but its map
she persisted finally got a white paper
and showed it to me
it was Enrique readable and in fact to
obstructed be useful
so I filed a Freedom of Information Act
request
to get the source code which was denied
I later found out that
the think tank in Madison Wisconsin that
is in charge of this model
has a contract where they its a
licensing contract nobody
gets the see them inside them I’ll
nobody in the department education New
York City understands I’m I’ll
no teacher gets to understand their
score nor can they improve their score
because it’s not told how
and they have statistical problems with
that model which I don’t have time for
but I just wanna make the point that
we’re talking about accountability for
teachers but there’s no accountability
for the model my second example comes
from justice
the justice system and
I will go into it very much but there’s
three tiers actually kinda 4
the for the bottom layer is the data the
data comes from police say
events which as we know is uneven
its stop-and-frisk in New York we have
other kinds of
uneven policing processes and other
cities
the second layer it was Cup predictive
policing where they take
objective data have what are the events
that we know about
crimes usually nuisance crimes like
smoking pot
jumping the turnstile where do we look
there it’s there therefore send police
to look for crimes
there’s bias in the data there’s by some
predict
policing the next layer is
evidence-based sentencing
when someone is found guilty this is
disseminating
go to a judge would often doesn’t happen
there
the judges asked to think the recidivism
risk or to decide how long that person
should go to jail
and me to mention things that keep you
up at night this
kept me up at night when I learned about
this summer these models that are being
used now
which is again widespread twenty-two
states use these things
their state by state as attributes
care about things like whether you
finish high school
whether you have Java whether you will
have a job from leaving
jail are present and even
whether your father was in jail this is
stuff that wouldn’t be considered
acceptable if the lawyer brought it to
the judge
unconstitutional but again because it’s
close behind mathematical security
it lacks accountability my third
example where
again its though I just wanna finish on
the last one that I just wanna
make the point that models are embedded
opinions their embedded historical
opinions as historical practices
so unless we specifically make sure that
the models do not
unfairly punish poor people are black
people
we will end up with models that do
that’s what we’re seeing
the third example in contradiction to
the last speaker is like a target in
politics
room for me I want to make that case
be
so
personal Michael parting in politics his
powerful it succeeds
we know that from actually cuz
arm explanation other the Facebook
get-out-the-vote
targeting we know it’s powerful and even
though
it seems kinda but now a a micro-level
what the actual goal America targeting
is
is to understand you as a consumer as a
voter
and to show you what the campaign wants
and they’re having more and more
success learning about your profile
testing people
testing out messages on people like you
giving you exactly what they think
will make you believe the candidate so
if Rand Paul was doing that for me he
would convince me that I like him
because
I agree with him on financial reform but
I don’t agree with them on a host of
other things right
but the point is that and political
cookies are these all these ways except
of Traci around the web
as you go around if I go to his website
he 2010 Kathy
shower thing that she likes about me so
when I’m sure saying there is that it is
sufficient for given campaigns campaign
will brag about how they’re good it’s an
arms race between
Republicans and the Democrats and
between different campaigns
but at the end of the day what is
sufficient for campaigns is actually
inefficient for democracy
and I would argue that the other two
things
also threaten democracy as well as
increase inequality they threaten
democracy because
part of living in a democracy is
understanding the rules and these
algorithms
and only mentions three on
are a set a secret rules they don’t
affect
everyone other algorithms that I look at
in my book
correspond to getting a job hourly wage
cut jobs in the workplace personality
tests
that people are subjected to having a
job the surveillance on the job
the just in time scheduling that all use
big data
and they also they all punish certain
people
and not and and not others so one thing
I want to think about when we think
about civic tak
is that we have is destructive force we
have lots of great ideas we have things
that improve
prove lives for the many we also have
these
other things which have been discussing
weapons of mass destruction that
sorta they make certain people certain
subpopulations suffer
unreasonable where’s so we have to serve
add these affects up and what we see is
unequal I E Colfax of Technology
and modeling especially if your minimum
wage worker
I also want to make the point according
to me when I talk to my last night
these are all really hard problems like
how do you get education better
but how do you
how do you decrease mass incarceration
many these things are
really truly good intentioned
gone awry the things that happened
before the value-added model for
teachers
was he just got every teacher who didn’t
have a another passing students in
trouble
right but that was clearly on the face
of it unfair to teachers are struggling
students
so they replaced it with a smile but
it’s actually
not better in fact it’s harder to
understand
and that makes it harder to acknowledge
that’s failing
so there’s lots of good intentions here
that are succeeding we have to we have
to think about
we have to think about how to solve
those problems as a society and not how
to rely on
sorta skewer mathematical answers but
actually don’t don’t pan out
my final statement is that
this is not for me a question a privacy
the that the teachers i’m talking about.
prisoners I’m talking about the people
were trying to get a job
but you will have a job none have even
they don’t even have the right to
privacy in those contexts
this is really got social justice this
is about
understanding how these algorithms which
are secret rules
affect them in their lives in and lower
or open up the options to them and all
of us
thank you very much”
